The Regional MEAL Manager is a critical leadership role responsible for driving the Monitoring, Evaluation, Accountability, and Learning (MEAL) agenda across regional projects. The role ensures that MEAL systems are embedded in program design, implementation, and review processes, providing timely, high-quality data and analysis that inform decision-making, improve program quality, enhance accountability to communities, and foster a culture of learning.
This role supports multiple countries, working in close collaboration with MEAL and program staff at country and field offices, global technical teams, and partner organizations.
Key Responsibilities:
Strategic Leadership
Lead the design and implementation of a robust regional MEAL strategy aligned with global frameworks and donor requirements.
Champion the integration of MEAL into the full project lifecycle, from needs assessment to final evaluation.
Advise regional and country leadership on evidence-driven decision-making and organizational learning.
Data Management & Analysis
Oversee development and maintenance of MEAL systems and databases that ensure accurate, secure, and timely collection of both qualitative and quantitative data.
Supervise and support data collection, validation, and analysis across multiple projects and countries.
Ensure the effective use of tools such as SPSS, STATA, Excel, Kobo Collect, ODK, and DHIS2 for data analysis and mobile data collection.
Reporting and Knowledge Dissemination
Produce high-quality, timely MEAL reports and evaluations for internal stakeholders, donors, and partners.
Lead data visualization and the presentation of findings in user-friendly formats to diverse audiences.
Ensure recommendations from evaluations and assessments are documented, followed up, and inform program improvement.
Capacity Building and Technical Support
Provide training, coaching, and mentorship to project staff, partners, and MEAL teams.
Develop and disseminate MEAL guidance documents and tools.
Support field teams in the use of MEAL systems and in the implementation of data quality assurance processes.
Accountability and Learning
Establish and maintain accountability mechanisms including feedback and complaint systems.
Promote community participation in all stages of program implementation and evaluation.
Drive a learning culture by systematically capturing, synthesizing, and sharing lessons learned, innovations, and best practices across teams and regions.
Compliance and Quality Assurance
Ensure MEAL systems comply with donor requirements, including USAID, and other major funders.
Align MEAL approaches with international standards for humanitarian accountability.
Lead or participate in internal data audits, evaluations, and operational research.
Emergency Preparedness and Response
Provide MEAL support during humanitarian emergencies, ensuring timely data collection and real-time learning.
Work with the Regional Director to design and manage MEAL systems for emergency response efforts.
Required Qualifications and Skills
Education
Master’s degree in Monitoring and Evaluation, Statistics, Public Health, Social Sciences, International Development, or a related field preferred.
Bachelor’s degree in relevant field required with exceptional experience.
Experience:
Minimum of 5 years of progressive experience in MEAL roles, with a strong background in international development or humanitarian programs.
Demonstrated experience in MEAL strategy design, implementation, and evaluation in complex, multi-country environments.
Technical Skills:
Strong understanding of MEAL methodologies including quantitative and qualitative research.
Proficient in statistical and data visualization tools (e.g., SPSS, Stata, Excel, Power BI).
Experience with database design and management; familiarity with DHIS2, Kobo, ODK, and mobile data platforms.
Ability to assess the quality and rigor of third-party research or evaluation reports.
Other Key Competencies:
Excellent written and oral communication skills in English; knowledge of French, or other regional languages is an asset.
Strong organizational skills, with the ability to manage competing priorities, and work effectively under pressure.
Ability to convey complex data and findings in simple, clear terms for different audiences.
Willingness to travel up to 30% regionally, often to remote or challenging environments.
Proven ability to work independently and effectively in a remote, distributed team environment using digital collaboration tools.
Given the international scope of this role, the candidate must demonstrate strong time management and adaptability, including the flexibility to occasionally collaborate outside of regular working hours to accommodate time zone differences with the supervisor and colleagues across multiple countries.
